Heated towel rails are a luxurious addition to any bathroom or dressing room. They warm the towels nicely so that they are not cold when you step out of the shower or the bath. They are historically found in hotels that are rather upscale, but have recently been making the scene rather frequently in homes around the United States.
Types

Dangers
There is a certain amount of caution that needs to be exacted because these items do get hot, usually not hot enough to burn anyone but if a small child should grab hold there is the potential for a burn.
Anything that is electrical should be approached with caution when used in an environment that gets wet. Careful placement away from the bath tub is also a good precautionary measure to take. Always be careful in with any electrical appliance in wet areas.
Heated towel rails are definitely nice to have as they can transform any bathroom into a luxury spa. They are especially nice to have on those cold winter mornings when showering seems almost like punishment if you have to step out into a cold bathroom and towel off with freezing towels.
